In the upper-right corner of GitHub Enterprise Server, select your profile photo, then click Your organizations.

Next to the organization, click Settings.

In the left sidebar, select Developer settings, then click OAuth Apps.

Click New OAuth App.

Under Application name, type "Jira".
 - 
Under Homepage URL, type the full URL to your Jira instance.
 - 
Under Authorization callback URL, type the full URL to your Jira instance.
 - 
Click Register application.
 - 
Under Organization owned applications, note the "Client ID" and "Client Secret" values.
 -
