You can prevent members from deleting or transferring repositories in organizations on your GitHub Enterprise appliance.
In the upper-right corner of any page, click .
In the left sidebar, click Admin center.
Under "Users can delete repositories, use the drop-down menu, and click Disabled to restrict organization repository deletions and transfers to site administrators only.
